Will affect nothing. You have a jack in the wall where you would normally draw diatone from if you had a set plugged in, but now you've got a fax machine plugged in instead of a set. The only thing is that it just happens to be the only phone jack in the room and you have both a fax and a set you'd like plugged in so you can use the fax when needed, or the phone when needed. Plug the set into the out, and can use the fax when needed, or the set through the idle fax machine when needed. Think of the out jack as a highway...its there to drive on if or when you need to, but doesn't stop being a highway if you don't drive on it. Hurts nothing.
