If you want PTO, lift, and all of the rest then you will be time and money ahead if you just buy an older tractor in operatable or repairable condition. All around, it will do "tractor" work better. Having said this, farmers have been adapting truck and car chassis to agriculture work from the days of the Model T. Most usefull for pulling or towing when PTO and lift are not required. Occasionally see one with a boom and/or winch for getting logs out of the woods. Generic name around here is "Doodle Bug". Building something like this is not easy. You need to know what you are doning and you will need fabrication tools and welding skills. The result will be something with less overall utility than a basic tractor. Unless you are obsessed with this (or have a specific narrow need) I suggest you put your time and money into fixing up a real tractor.
