The big leaf control is part of the draft control. Best to leave it alone. Don't think it is connected with your problem. Are the remotes working? There is a control under the seat that changes from draft control to position control. Check operators manual. I don't think that is the problem. Possibly the cylinder for the 3ph which is under the seat has bad o rings. Look at simple things first, like cleaning or changing the hydraulic filter and checking the hydraulic oli level. If your tractor is older, it has a wire mesh filter in line near the starter. It is supposed to be cleaned occasionally. If it has gotten clogged up, it is probably best to replace it. If the tractor is a newer type, it has a spin off throw away filter.
There are some copper crush washers in the system which can give trouble. You need advice from a long mechanic on replacing those.
The 3ph control lever has an awkward linkage which bears on a lever with a roller on the end which goes into the hydrailic control module. If you could reach in there and move the lever you can see it that moves the 3ph arms. There is a spring in there which returns the lever to position. When it breaks it can cause problems but I don't recall the symptoms. Be careful if you take the 3ph lever off, you have to arrange a bunch of weird shaped connections just right to reassemble.

Finally, in the worst case, the whole control mechanism under the seat may need replacing. It's expensive new if availiable. Another bad possibility is that the hydraulic pump is bad which is why I asked if the remotes were working.
