The governer spring is brken inside there. Easy fix just pull the unit off and intall a new spring. Youll see the spring just sitting in there and youll see the the holes in which it was in, you can tell by the wear marks. The springs are arond 10 or soo the last time i bought one in feb of this year. Takes about hour or soo by the time you clean every thing up and put it all back on.
