Just a thought, when the carburator was rebuilt, were all the tiny passages cleaned? I think there are 7 of them, and nearly impossible to find when they are plugged. Out '49 B ran like a hit-n-miss engine until we located and cleaned all those passages. Had to use the cleaners from our torch set to clean them. Runs pretty good now though.
Also, depending on what model you have, there may be a little screw on the throttle linkage that is used to shut the tractor off. Make sure that this is not prematurely opening the spring on the top of the carburator.
