It's really hard to make a recommendation without actually seeing the damage that has been done to the hay, But, I wouldn't be too eager to throw that hay away. It is hasn't rotted and if it hasn't already molded, I'd think about baling it anyway.
I've had hay get rained on before, and what I've done is bale it and store it in a certain place in one of my hay lofts. Then, during the winter, I've mixed those bales with bales of good hay for feeding my cattle. It won't be the best hay, but the old-timers around here have a saying, "Come winter, it's a damnsight better than feeding snowballs."
