Police have much discretion, it seems to me. The best police IMHO are the ones who can put themselves in the publics' or citizens' (farmers' included) shoes & not strictly adhere to the letter/law ALL the time. But we all are held responsible for knowing what the rules & laws are, right? I've seen good farmers lots of times pull over when they see traffic is building up behind them & it is safe. Golden Rule stuff. Common sense. Growing up, when my family would get stuck behind a tractor for a little while, my parents might have a little discussion like, that farmer is working to provide food for us all; we don't need to be in such a hurry.
