asyrp43: Those levers have double locking nuts on the pivot shaft, and a friction pad behind round base of lever. The double nut changes tension on the friction pad. Between the nuts and friction pads are a sleeve, cotter pin and spring.
You could also have friction pads worn out. Also the sleeve, sometime those rust freeze to pivot shaft. If that happens the best cure is dismantle the lever assembly, clean it up good, replace spring and friction pad. Those don't adjust accurately if rusted badly.
I've replaced the springs and friction pads on my SA and 130, however not the 140 yet. They seem to work well for 40 years. It's not a bad job getting them apart, there is a roll pin in base of lever, through the shaft.
