The only method I ever heard of was from individual cloves, also called seed cloves.
I grew them from cloves taken from bulbs bought from reputable garlic suppliers and had great success. I grew 600 plants one year of the hard neck variety.
They're considered superior to the common grocery store white bulbs in size and reputed medicinal properties. They might not like your warm climate though. Either way, they do need plenty of mulch to thrive.
