Had the same problem with a model 60 Oliver. It had a 12v battery and 12v coil with an internal resistor. It would not start cranking, but if it were pulled or hand cranked it started right up. Turned out the battery had a bad cell. Still had plenty of cranking speed because of the 6v starter, but the volts were dropping too low while cranking to fire the plugs under compression.
