Getting rid of it is a multi-year deal. It regrows from root prunings, seed, and underground runners. It has a massive root system that can live for some time.
There are special herbicides that work better on it. There are times of the year - more in fall - when instead of running all nutrients up to the seed buds, it is running the nutrients back down to build the root system. These root building times are better to try to killit with sprays.
Tillage you need to keep the ground black for a couple years. Let the plant come up & refeed the root, and it will last another couple of years....

Glyphosate a couple of times in a year and replant what you want growing there the next year is about the best way. Don't skimp on the herbicide mix.
