I"m guessing the throttle issue didn"t develop until you removed the governor to replace the gasket, right?
For starters, the governor housing is made of aluminum. They can warp very easily by overtightening the 2 bolts that hold it to the engine block. This is probably the cause of your leak.
Remove the governor again, revove the single screw that holds the "guts" of the governor in the housing and take out the drive shaft assembly being careful not to loose any of the 4 steel balls that are inside.
Lay a straight edge against the housing base to see if there are is any warpage. Place the housing on a piece of 80 grit sandpaper on a flat surface and move the governor in a circular motion until it is uniformly polished---this should have straightened the housing out enough to stop the oil leaks.
While you have the governor apart, look at the races that the steel balls run in to see if there is a groove worn into the race. Also check to see if the 4 governor balls have any flat spots on them. Time for a rebuild.
If all looks ok with the races,balls, etc. put some permatex on both sides of your new gasket and put your governor back on. Don"t overtighten.
Long bolt on bottom, short bolt on top!!
You mentioned the "throttle issue". I think you have your 2 throttle rods hooked up backwards. LONG throttle rod goes to LONG governor rod. SHORT throttle rod (carb to governor) goes to SHORT rod on governor.
I bet this will fix your problems.
