OHV engines tend to breathe better than flatheads. They also tend to make more power than flatheads because the combustion flame travel path is shorter (assuming the same cylinder dia) and the combustion is more complete. Flatheads are easier to make and have fewer parts. Briggs and Tecumseh still make oodles of them. Between 1932 and 1953 Ford and Mercury V-8s more than held their own against the OHV GM stovebolt sixes, and indeed most other comers. Took the 1955 Chev V-8 to really kill 'em off. For a low compression ratio, lower speed engine they work well. But they can't compete very well with OHV's on a hp per cubic inch basis. Which is why few of them are still made in engines much above 15 or 18 hp.
