describing the pic. is not as good as seeing to be able to help I will be headed to bed soon so just take your time and it will be ok. after breaking that file in there you may need to put a heli coil in but we will tackle that later if needed. try to get the broken file out by using a small chisel and lightly taping one edge of the file as to try and turn it in a counter clock wise direction who knows it may even bring the broken file and brass out together. heat it up with your hand held torch for a bit then try to tap it free. the cast will expand at a different rate than the brass and could help loosen it. just hold off on the power tools until we (your friends and support group) say drill it and then we will not be scratching our heads thinking if he would only listen to the majority and slow down. some of the advise given you is good but not for the inexperienced.
