A common cause for not charging when the generator works with the field grounded, is an open ground on the regulator (or light switch if it controls the field). You can prove that by grounding the field wire to the regulator base at the regulator. If it charges then, the problem is the regulator. If it won"t charge then, you probably have a poor ground on the regulator.
