I used to sell Woods and I'm thinking you'll be OK but there is always crossing ditches or creeks and so forth so for a definitive answer I would go to the Woods website and click on contact us and present your question you should get an answer within 24 hours. With the fact you are close coupled on the drawbar it shouldn't be a problem. I'm thinking the tongue weight is when the wings are up. It's been a long time but I think when companies require a heavy tongue the hitch pin size changes much like Cat III to IV.
