Take a piece of wire. A test wire with clips on it is handy but not necessary, as long as yu have metal on each end.
With the battery connected, hold one end of the wire to the "B"attery terminal on your regulator, and just briefly touch the other end to the "G"enerator terminal. If it's easier (given where things are placed, to hold the wire to the G teminal and touch it to the B, that's fine too, as long as you simply make that connection for a moment. Simple as that. You should see a small spark when you touch the second end.
Try that and troubleshoot from there if it's still necessary.
This needs to be done any time the generator, the regulator/cutout, or the battery has been disconnected.
