I'd be inclined to do that or say make up some tire spikes, plate with sharp sections welded on, leave em about 3/4" exposed, but in this case, if they just go around, it's way less of a headache.
Usual order of things that makes you want to toss that 5 gallon pail of nails out there, or use spikes, first you put up the posted signs, report damaged fences, police report, monitor the area etc. Hard to catch em, surveillance, and lots of monitoring.
Problem is the retalliation part, at this place, it's rural enough not to want to draw em in, though I believe the use of tire spikes in this state within legal paremeters may be allowable under certain conditions, read something in the law about it, forget now, hope they just go around, they made a mess of the fence.
