Assuming all componets are grounded just a simple test. First polorize the system momentary jumping from Batt term to the A on the gen. Now start the tractor and ground the F terminal on the gen. If that makes it charge its the regulator if it dont charge its the reg. The rest of the wiring has it been changed or messed with as you didnt say as this also causes problems.
