Not all gas appliances can be power vented. The appliance mfg is the only one that can state weather an appliance can or can not be power vented.
You can gravity side vent water heaters. There again only the mfg can tell you if your model can/can not be short vented as there is a minimum stack length requirement. There are also building codes you have to follow for side vent locations.
