I used to have a Deutz 6005 and the injection pump sometimes would not allow it to run. It turns out that it had an oil resoivor and it would leak back into the crankcase and the metering rod would stick. I would refill it with oil, work the throttle, and it would work fine after that. You might want to check to see if the rod is moving ok. Mine had a plug in the top rear that I put the oil in and would allow me to see the movement of the metering rod. That was a great old tractor.
