Actually now it's the fault of the federal government. The Corp of Engineers devised a 10 year plan to rebuild the levees. That would be based on the mentality that you believe that there wouldn't be any more hurricanes for ten years. Congress allocated something like 30 billion and to date about five has been used. Wouldn't you work on maybe a two year plan?
