First off, I never use form-a-gasket on it's own, rather as a sealant for a gasket. Possibly just personal preference. Whatever you do, follow the directions on the tube, and generally speaking the surfaces must be TOTALLY clean.
As to honeing the sleeves it depends on the type of hone you have. For a 3 legged hone you need to come up with a combination of rotary speed and up and down the sleeve so that the marks left in cylinder by the hone are at approximately 30 degrees off horizontal. Try and go up and down the whole length of the sleeve each time just don't pull the hone out of the sleeve far enough for it to spring out. You should use some light lube while you are honing. I like to use varsol and will often hone sleeves in the parts washer with the stream running through them.
If it was only very light surface rust I might be tempted (especially if you don't have a hone) to carefully use so fairly fine emery cloth, being careful to stick to a similar angle.
