It's a sintered bronze filter that lets gas leak OUT when the carb "floods", but keeps most dirt OUT.
The Marvel-Schebler part # is 95-78.
Believe it or not, the John Deere parts system recognizes that number. (The same filter was used on some DEERE products.)
When I need one, I just have the Deere dealer order one in. Just over $4.00, and no freight if I can wait a few days for their next stock order.
My GUESS is that the filter falling out had nothing to do with your immediate problem, and that the tractor "flooded out", and now has a couple of fouled spark plugs.
You need to get a filter back in there, though, to let excess gas drain OUT, and keep dirt from being sucked IN.
