hey gun guru, its been happening ever since 1994 when i face d layoffs in the Bureau of Reclamation. Trouble is they lay people off then contract them back at more money than what they were paying them as employees. Main solution would be to get people in office that treat the money as if it was there own and not just a number on a piece of paper.
