Don't worry about the starting voltage. Also, your regulator is fine. You apparently have a bad connection somewhere.
First, recheck the voltage at the battery and alternator output, but make sure that you don't move the ground connection to your meter. If you still get 14.5 at the alternator and 12.7 at the battery, then your ground connection is probably good. All that is left are the connections between the alternator output stud and the positive battery terminal. Just trace the wire from the alternator back to the battery, checking the voltage at every connection as you go. When the voltage drops from 14.5 to 12.7, you've found your bad connection.
Tip: The repair-type battery cable ends that clamp on to the cable are notoriously prone to corrosion problems. If you have these on your tractor, replace them with new battery cables.
