Unless they have changed the law, there are different classes of streams in MO. It depends on whether or not you can float a boat down them. There is "navigable" "public Non-navigable", and I forget the other names. The type of stream depends on where your property line is. My creek, you cannot float a boat down it, so the property line is the center of the creek. If they can float a boat, then they have a right to the water, but can't go up on the bank.
As for gravel, I think a landowner has a right to take a certain amount of gravel out.
Call Missouri Farm Bureau in Jefferson city. They have lobbied on this issue and I believe might be able to give you a little info. and they are not a govt. bureaucracy.

If someone is dumping, forget DNR, call the county sheriff. You can make them file charges, especially if you know who is doing the dumping.
