Anything manufactured can be done wrong and new tires can be out of round. I take it that you bought these tires and mounted them yourself. If so your problem is going to be proving the tire is bad. You can tell by jacking up the tractor so the bad tire is off the ground. Place something to act as a gauge beside the tire and roll it around. You can see the tire is not round. Now somehow you need to show that to whoever is going to adjust the tire because to carry it in and say it is bad requires an act of faith on the tire store. You need to get it adjusted, just be sure you find out how before you take it apart.
