I'd think it was worth a conversation. That can be uncomfortable, but I've always found it's always easier if you leave yourself a way out, just in case you've made a bad assumption.
In my town we have to buy stickers for each container we put out. Makes no difference if it's a bag or a 35 gallon can. The truck is the old style setup, one guy drivin' one guy loadin'. My neighbor across and a smidge up the road piles his with mine so the truck only has to stop once. I know he's payin' his share 'cause he puts his own stickers on.
Just leave yourself enough wiggle room if you decide to talk to him to learn that he might in fact be payin, but is just tryin' to do the driver(s) a favor.
