Can`t get away with that around here. Every resident is billed every 3 months whether they use the service or not. We have 2 pick-ups a week. 4 containers allowed per pick-up. Sometimes lucky if I have a plastic grocery bag at most to put out. Sometimes my 32 gallon can has only one tiny bag in the bottom. It still gets put out for pick-up. I have seen the guys on the truck look into the can and not bother to empty it because of the small amount. Called the hauler and complained about it. They sent the truck back to pick up my little bag of trash. This happened a few times, and the pick-up guys learned not to play those games. If I am forced to pay the fees, the workers are going to earn their beans.
