Call your garbage guy the day before pickup, and tell him not to stop that day and why. After your neighbor brings over his 3 bags of garbage and leaves, then you carry his 3 bags and yours over to his place and leave them. When he gets back and finds 6 bags of garbage and says something, you remind him that the deal that the two of you had worked out was that you'd pay to have the garbage picked up for the first 6 months, he the second six months and that its now the second six months...his turn. When he asks what deal and when did the two of you work that out, say "The one that had me paying for your garbage collection for the past six months". He'll either get it right then and there, or he'll be dumb enough to say there was no deal, to which you'll respond that you can't afford to keep paying for his garbage removal, he'll have to get his own service. If he don't get it then...don't matter how nice you'd like to be with your neighbors, aint going to work out.
Now let me ask you a question. You aint the neighbor getting the freebie off of the other guy for the past six months and just got cut off, are you? Cause if that's the case, I've got another idea where you sue the guy under "Eminent Trashmain", and when all is said and done, you'll own the guy's property, he'll have to buy you a new tractor, and some other stuff before we get done with him...just joking.
