Settleing is an indacation of worn seals in the cylinders. Oil is seeping past the seals. the can be expected to wear after years of use. cylinder seal replacement is an easy fix, usually generic cup seals or O rings do the trick. Several years ago a small town IH dealer still had seals in stock, for me, for an IH loader on an M. (80 years in business, dealer). Try first by the loader brand, otherwise take one cylinder apart, and you'll see what you need.
