Yep.. as long as no water or electric are installed, you can build 'pole' barns, and semi-enclosed horse barns with no permits in land with an 'A' Ag classification.. IE.. A-1.
I had a horse barn built right alongside a 2-car detached garage in my back pasture.. both went up at the same time.. different contractors.. only one contractor had to pull a permit.. the one for the garage.
I build tin-roofed shade structures ( usually 8x8 ) in my pasture all the time... no issues... but then.. florida is one of the more ag friendly states.. don't even need a business license for a farm to sell produce that came off the farm itself..
