Permits are one of my pet peeves also. But check out Section 125.1510 of Michigan Public Act 230 (on legislature website). State law clearly requires a building permit. I think it used to be a local requirement but this law made it statewide.
36 Coupe makes a good point about inspections, though. I did an addition on my house and the electrical inspector cautioned that a few of the wire staples were nailed a little too tight and could have crushed the internal insulation on the Romex. I kind of blew it off but sure enough, a little while later, I had one circuit go out and found a burnt area at a staple. Cut the section out and found the internal conductor insulation on the hot wire broken and melted. Same thing could probably happen if you miss the staple and hit the wire with a hammer. Always careful now with hammers around wiring.
