Question #1 is . . is the motor air-cooled or water cooled? I have several 7 horse outboards that are air-cooled and don't ever pump any water.
If it is water-cooled, it depends much on the motor itself. I have several Homelite (Crosley) four-stroke outboards that retain water in the thermostat housing and it must be drained separately.
To be safe, just pull all the plugs including the gear-oil plug in the bottom drive. It often will have water mixed in with the oil.
