Start with the basics. I assume that at this point you have your dialup connection running. Once you have your dialup connection started, bring up a command window. One way to do this is to pick Start->Run... and type "cmd" in Run dialog. Then enter the following commands in the command window.
ipconfig
This command should list the IP address that you've been assigned. If it doesn't list an IP address for your dialup connection, then there's something wrong with your dialup. Get that fixed. Otherwise, try the next command.
ipconfig /renew
This should come back quickly with the same information as before. If not, then there's still a problem with dialup. If this command works, then try the following command:
nslookup ytmag.com
This should give you the IP address for ytmag, which for me is 67.132.201.2 (It might be different for you.). If you don't get a good answer, then the problem is probably your ISP. You need to call them up and explain that you have a DNS problem.
Now all this assumes that you have a more-or-less direct connection to the internet with no firewalls or proxies between. If not, then the IE settings come into play. Without knowing how you're actually connected, it's hard to say much more.
