Probably some exaggeration there, but a dyno can say (at least for a brief time) some pretty wierd things in the hands of an unskilled operator or one who's just trying to "get a number" to impress someone. We've got a small dyno here at school for testing engines 5hp and under. His description of winding it out to full blast and then loading it to the specified rpm is exactly right, and will give maximum hp. The problem comes in when people throw a heavy load on the engine and the dials go to numbers WAY off the mark for a brief period of time. I watched a guy claim his JD 60 put out 60hp once when all he did was throw a brief load on it and watch the gage move to that level. The tractor couldn't have produced that torque for more that a second or so, and the rpms were about to fall from rated speed to zero! It's kinda like anything else with numbers attached; there's usually a way to get them to appear to say what you want!
