Nebraska has what"s called a "provisional operators permit". It"s good for drivers between the ages of 16 and 18.
Among other things, the permit only allows operation of a vehicle from 6:00 a.m. to 12:00 p.m. (there are provisions if the person is going to or returning from a job or school late). The driver also cannot operate any form of electronic communication device while driving. During the first six months the person has the permit, they cannot operate a motor vehicle with more than one non-family member under the age of 19 in the vehicle.
