A girdled tree is the same as dead. BUT it might send up another leader- -You might wait and see what happens next year.
I've used 4 ft high fence curled into a 2 1/2 ft cylinder and stake it around each tree you really care about. Takes a lot of effort. But it works.
When the tree out-grows the cage, then use a spray bottle and mix your stinkiest cologne with water and give the tree a few squirts each week. That seems to work better than many other things that I've tried. And it's a lot easier too.
