I'd do it on a "time" basis. A four inch snow won't take that long, whereas a big drift is more complicated.
On a larger snowfall, don't forget once you pull the snow out of the driveway, you have to figure out what to do with it. You can't just pull it out onto the street and leave it. Everyone from the neighbors to the city will be on your case. You'll have to blade the snow over to the curb and leave the street as you found it. That can take more time than pulling the snow out of the driveway. I had some dork call the law on me once before I was even done working, because I'd made a temporary mess in the street which I cleaned up before I was done.
It's not as simple as it sounds. There's also the liability issue in case you cause any damage.
The best deal I ever had was a next door neighbor who always had a large garden in the summer. I'd clean the snow out of her driveway in the winter and she'd inundate us with stuff out of her garden in the summer.
