John, they do mean the actual washing soda, not the laundry detergent.
You may have to check at a hardware store or a smaller grocery store that would carry it, since its somewhat of a hard item to find. You could also use lye, but need to be careful due to the caustic nature of it.
I also have read that you can make washing soda by taking the A&H baking soda and spreading it out on a baking sheet and putting it in the oven for an hour or so. I have no idea, and would rather just try to find it in a store I think.
