It may be like the snapper SP lawnmower-with a stationary metal wheel spinning, and a rubber, adjustable, wheel at 90 degrees from the other. My old JCPenneys (Ariens) had that, and the rubber wheel in the SP system got glazed and acted just like that. Had to replace the rubber part of that system. Greg
