Here by the Colorado River (I can see NV and CA from my house) it gets up to 128 degrees sometimes in July and August, but it's a dry heat. Usually closer to 115, but some days can really scorch! Keep hydrated and try to stay in the shade and it isn't too bad. No different than what you do in the winter when it's cold, except we go from AC in the house to AC in the car, etc.
Electric bill during the summer was just over $200 one month for me. 1450 square feet, stucco, tile roof, new house. I believe that bill was for August, the next one was around $190, then $160, and I think the last one was just over $100. We went pretty much the whole month of October with hardly any AC or heat. Full electric house.
Neighbors have wood burners for heat this time of year. I don't like the smell or the smoke and removing the fireplace from our house plans gave us a pretty good credit so we left it out. Safer house with no fire as well -- less chance of fire or CO poisoning.
Water bill is usually under $20 for around 4000 gallons. Last month they claimed I used 53,000 gallons at a cost of $127 - they read the meter incorrectly.
As to how many clothes to take off... I wear a light T-shirt and shorts up until the end of November usually. It's really not all that bad, you just spend more time inside.
