Besides what glernnster says,the fact that it likes the choke could be due to a lean condition. In cold weather it's common to have the the carb lean out because the air density is greater. Try adjusting the mixures screws a little richer and see if that helps. You should be able to accellerate from high to low rpms without a stumble or cough when you have it right.
Since it's happening around 700-1000 rpm the possibility exists that your trasition port is dirty. (On may carbs, the throttle plate is closed at idle and the fuel and air come through an idle port. As the throttle opens the fuel comes from a transistion port on the downstream side of the throttle plate.)
Another possibility is that you have an air leak around the metering section of the carb(Throttle shaft seals, connect flange between carb and intake manifold, or manifold to head connection or a cracked/rust hole in the intake manifold).
