Tom there is at least one way to do this economically but it all depends on the person on the seat otherwise it can cause major damage to pto machines. First of all what size 1000 pto shaft do you have? Tractors such as the MF2805, AC7080 and the 4840Deere any tractor above 160hp pto hp have larger splines once that is found you can get a 1000 to 540 adapter now you can use a hand tach and adjust your throttle to achieve something a little above 540rpm I'm thinking 575rpm I don't have the Dyno chart anymore that set the rated rpm before test. You can even do that with the neighbors tractor at their tach rated rpm adjust your throttle to achieve the output speed then mark your tach at that not to exceed position now the operator comes into play because you will have to have the disipline to not throw the throttle full forward while starting up the baler. If you have someone else running the baler you may have to use some ingenuity to put a mechanical stop on the throttle. It all works I've done it with things like haybines, manure spreaders and square balers, I have not tried it with forage harvesters because of the tractors rpm torque rise range due to varying loads.If I remember right IH wouldn't guarantee their double pto option above 100hp anyway but there were many 10's and 14's with them anyway.
