Sounds like either the ring gear is spinning on the flywheel or you have missing teeth on the ring gear. To find out if its missing teeth the easy way is to grab the fan and turn the engine some then try the starter. If it then spins the engine its missing teeth if not probably a spinning ring gear. You can also pull the starter off and look in at the ring gear and or also use a pry bar on the ring gear to see if it is loose on the flywheel. If it is loose the only way to fix it is to split the tractor and install a new ring gear. BTDT and its not all that hard to do if you have the right tools.
