Problem is that is the wrong antenna mounted in the wrong place. There are not enough elements to obtain enough mechanical gain. There is no amplifier. The tower behind it is causing reflections. The SCADA system above is making electronic noise and drowning out the DTV signal. There is no rotor. Ordinary basic coax cable both attenuates signal and absorbs electronic noise instead of shielding noise from the TV signal. The existing system will work about as well as mounting a 3ft high sump pump in a 5ft deep sump. And setting the switch to start the pump at 4ft water depth. You can't cheat the laws of physics.
