I can only add a little to the excellent advice below. As you can tell, it is not a horsepower question at all. HP only determines how fast you can get up the hill. It is a question of weight of the tractor compared to the loaded trailer, how good the brakes are and how balanced the tractor is (front to back). Stay away from the Fergusens and Fords for this job. They are too light in front (without adding front weight). I love my Ford for mowing, but even with extra weight in all four wheels I have to steer it with the foot brakes when going up hill with a mower on back. I live on a steep hill - sounds like yours, and have land below. I carry water occasionally up the hill - about 2500 lbs of it on a 16ft trailer. There is no way I would use the Ford or my row crop tractors (with marginal brakes) to do this. Any of them would actually do it, but the margin of safety is way too slim. Those runaway trailer stories are real. Be safe. It's cheaper in the long run.
