Hawaii voted for statehood as did Alaska at the same time. Funny no one mentioned Alaska not being a state when Palin was running. All territories can vote to become states. Then congress has to approve it. In the last few years Puerto Rico held a vote to become a state. The people there voted against it. They decided to remain a teritory.
