Most of the controllers I've seen - regardless if from Ford, Delhp, Denso, NAPA, etc. are all made by the same company.
I've found all the systems, early and late to be very reliable. I've heard lots of doom and gloom about problems with them - but from what I've seen - most problems are simple ones, that are not diagnosed properly.
Ford-IH 6.9s used an early system 1983-1986 very similar to what GM was using.
Ford-IH 1987 6.9 and 1984-1994 7.3 used an different system with different controller and different glow plugs.
If you're sure the controller is bad, and you can't fix it yourself - buy the cheapest you can find. It will probably be exactly the same as the highest priced unit.
As to the glow plugs - the German Beru are the best. That's all Ford sells now in the Motorcraft box. Same with AC Delco. Your truck uses Beru ZD9 glow plugs.
My 1985 F250 with a 6.9 has 260,000 miles and my 1994 F250 with a turbo 7.3 has 240,000 miles. Both still have their original glow-plug controllers and work fine. Same goes for my 1983 Chevy Blazer with the 6.2 diesel - although I did have to change the relay once at a cost of $15.
